New Rates for Legalizing Foreign Employment. Fees Increased Up to Fourfold Since December 1, 2025

Starting early December, employers hiring foreign staff must adjust their budgets to accommodate significant administrative changes. The Ministry of Family, Labour and Social Policy has updated the fee schedule for issuing work permits and registering declarations. In some cases, these costs have surged by 300% compared to previous rates.

What exactly has changed? The new regulations, effective December 1, 2025, aim to align fees with current market realities and curb the practice of filing “dummy” applications. For businesses, however, this necessitates a revision of recruitment costs, especially for those hiring Eastern European workers in high volumes.

The key changes to the fee schedule are as follows:

  • Declaration on entrusting work: Increased from PLN 100 to PLN 400. This is the most critical change for companies using the simplified procedure (applicable to citizens of Ukraine, Georgia, Moldova, etc.).

  • Work permit (over 3 months): Fee increased from PLN 100 to PLN 400.

  • Work permit (up to 3 months): Increased from PLN 50 to PLN 200.

  • Seasonal work permit: New rate is PLN 100 (previously PLN 30).

  • Posting of a foreigner to Poland: The fee for this type of permit has risen to PLN 800.

What does this mean for employers? While a single fee increase might not seem drastic, for companies with high staff turnover (common in manufacturing or logistics), these additional administrative costs will become a noticeable line item in the 2026 HR budget.

It is important to note that these fees are non-refundable. If a permit is denied, the employer does not recover the funds. This makes precision in documentation even more critical to avoid formal errors that could lead to rejection.
